For the base, I just use 20/20/6 blocks. As for submerging, experiment. Go into the try run, and if the base shows, take away a 20/20/6 block. Now if the ship Is on the water, use SMALLER BLOCKS TO BUILD(after the 20/20/6 blocks, I use 24/10/2 as base blocks.
What about it? I do calculations based on the ship and find out the base displacement needed to make the ship fly, then I figure out roughly how many of each type of piece I will need in the base. After that it is just trial and error.

We need to review these rules, and maybe have a navy that controls the law, but cannot invade or control other navies using power. They are there just to keep law in the land.
khoi, then we would have a United Nations(no offence), which in this case still can't enforce anything(no military force, no law, no power, no say, in other words it's more appropraite to say you are making the league of nations.). also, it's not right for ONE navy to make rules for all, it's all navies make their own rules.

IRF had recieved the funds from AIF, and they attracted more then just normal spec ops. Now the thing is taht the IRF did steal the warp drives, but once again, they are rebels, and they most likely didnt sell ALL OF THEM (100 warp drives = 100 trillion I think? thats still a lot of 1-2 warprives were not taken)
you only anounced it A WEEK ago, that's still thin air in my book(also, you first did 50, so yeah, tell that to the judge.). enterprise had 3 weeks to build the dang thing along with every other ship, it's not thinair in that senario.
If you haven't heard me before, IRF transposrts supplies via aeropsace vehicles and aircraft (I mentioned this before, remember?). Plus IRF has ships with 530mm guns, fighter jets, and missiles. Your cruisers would most likely run into some trouble if you encounter them.
Indeed. We would need to solve the problem of aircraft though, in order to encourage 100% compatibility. I am considering modding WSC to have aircraft stored in the "weapons" tab. Though if I could cross-reference the BSC codesignature and hashes with the WSC codesignatures and hashes and compare the edits to the files, I would be able to make them both compatible with the others. I would need a few months and a development team to even try that, though.
